What makes a place a neighbourhood, I believe, are the relationships of the people who share the history and the culture of a public space. It is mostly about the common culture, the traditions builded on the street level. But it is also about the streets, the buildings, the markets, the playgrounds itself. After all these are the places where neighbourly relationships take place.
Districts named with the letters like A, B and C in Beylikdüzü are far away from what I have always thought for the concept of neighbourhood. Places here are just started to create their common cultures because of their short histories.
Moreover I believe the architectural structures of these buildings which is identical makes it even more difficult for people living here to improve close and strong relationships like we see in old neighbourhoods of the Istanbul city.
